The Netherlands branch of SkyToll supports a major intelligent transport infrastructure project linked to the introduction of the new truck toll system in the Netherlands. In 2024, VITRONIC, part of ITIS Holding, was successful in a tender to deliver the observation service for the nationwide tolling scheme in the Netherlands starting in 2026. SkyToll acts as a key subcontractor in this project, marking an important milestone for ITIS Holding and serving as a strong reference for large-scale public tenders in intelligent transportation systems.
Within this framework, SkyToll is responsible for data processing and the operational back-office, delivering an advanced enforcement and observation solution built on cloud infrastructure. While VITRONIC supplies and installs the observation equipment, software, and core data collection systems, SkyToll ensures reliable processing and operational support for toll enforcement.
About the tolling system

Toll Payment Launch
The obligation to pay tolls for trucks will be implemented in the Netherlands from 1 July 2026. All trucks operating within the country will have to be equipped with functioning on-board units (OBUs), including when driving on non-tolled roads. To ensure proper usage, VITRONIC’s equipment and SkyToll’s information system and back office will verify that passing trucks have operational and correctly configured OBUs.
This process involves using ANPR cameras to recognize license plates, DSRC antennas to read the settings of the OBUs, and image recognition software to identify trucks. Both companies have committed to providing proven and reliable equipment, software, and services, backed by years of experience in several European countries.
How the system works
VITRONIC is responsible for the necessary equipment installation on gantries already positioned above roads within the established tolled network. Additionally, to ensure trucks comply with regulations outside this network, VITRONIC together with SkyToll will also provide and operate movable roadside equipment for inspections at various locations throughout the Netherlands.
Truck owners will pay a fee based on the kilometres driven on highways and certain provincial and local main roads. The toll rate will be lower for trucks with lower CO₂ emissions. Upon implementation, motor vehicle taxes will be significantly reduced, and the Eurovignette will be discontinued. The net proceeds from this levy will be allocated to subsidies for the sustainability and innovation of road transport.
